Cs 1.6 server not responding

I have non steam cs. I am able to connect to any servers but i cant connect to any servers that belong to turkey. I have tried connecting different servers from different countries, but for some reason I cant connect only to turkey servers.

If i was b ed, why would I be banned in all only turkey servers, most servers I didn't even play ?

Pls try to understand my problem, the problem is the server is not responding or not transfering data.

I can connect to any servers of any countries, like US, Russia, France, etc.

Your internet provider can filter these countries. Can you write in cmd screen? tracert "pro.csduragi.com" (without quetes)
